How thick should a concrete path be?

For a standard domestic path used by people on foot, around 75mm to 100mm over a compacted base is typical. Paths within your own property generally do not need approval, but work in the road reserve or a crossover onto a council footpath can, and the rules differ between the Rural City of Mildura in Victoria and Wentworth Shire across the river in New South Wales. How long before I can walk on a new path?
